Duan Xiaoping: Preliminary Ideas on the Next Step of Chemical Fiber Industry (I)

It is an honour and privilege to be able to be elected as the president of the China Chemical Fibre Industry Association at the 5th General Assembly today. It also feels invisible pressure. Here, I would like to thank all member companies and the China Textile Industry Association for their trust in me. I thank Minister Du, Minister Xu, Minister Wang, and President Zheng for their love for me. I thank all the staff of the Association for their support. !

Just now, Chairman Zheng Zhiyi made a work report on behalf of the Fourth Council and summarized the work of the past five years. Comrade Zheng Zhiyi served as the chairman and president of the association for a total of 12 years. In this period, President Zheng devoted himself to exhaustive efforts and led the fourth council and secretariat to make significant contributions to the growth of China's chemical fiber industry and the development of the association. , mainly in the following four aspects:

I. Made outstanding contributions to the rapid and healthy development of China's chemical fiber industry and the realization of the dream of a powerful chemical fiber country.

During this period, Chairman Zheng Zhiyi presided over the formulation and implementation of two five-year plans. The output of chemical fiber increased from 5.1 million tons in 1998 to 27.26 million tons in 2009, which was 5.3 times that of 1998, with an average annual growth rate exceeding 15%, accounting for 60% of global fiber output. The differential rate of chemical fiber products increased from about 20% in 1998 to 42.7% in 2009; the net import of chemical fiber products from 1998 was 1.58 million tons to 620,000 tons in 2009. The proportion of chemical fiber used in clothing, decoration, and industrial use was adjusted from 61:26:13 to 50:28:22, and the proportion of chemical fiber in the total processing volume of textile fibers increased from 55% to 70%. Although in the "Twelfth Five-Year Plan", we still propose to use chemical fiber as our country's goal, but I personally think that from the above data, objectively China has become a chemical fiber powerhouse in the conventional field, and at least the gap from the chemical fiber powerhouse is no longer significant. .

Second, it has made outstanding contributions to regulating the market order of the chemical fiber industry and creating a fair, just, harmonious and reasonable competitive environment in the industry.

Since the beginning of his presidency, Chairman Zheng Zhiyi has put forward three central tasks: “Smuggling of smuggling, standardizing processing trade, and anti-dumping”. Among them, the “Combating smuggling and regulating processing trade” and the General Administration of Customs’ Private Office established a long-term cooperation mechanism. The smuggling of chemical fiber products gradually disappeared in 1999 and 2000, and the benefits of the chemical fiber industry steadily rebounded. Successes in the anti-dumping cases of polyester chips, polyester staple fibers and spandex have provided favorable time and space for the profitability and rapid development of these industries. The industry self-discipline of polyester staple fiber, cord fabric, viscose filament yarn and PTA has played a positive role in stabilizing the market and avoiding vicious competition.

Third, it has made outstanding contributions to striving for national policy support and promoting industry development and technological progress.

Under the direct leadership of President Zheng Zhiyi, the association obtained a total of 130 government bond discount interest-bearing projects in support of corporate development and technological transformation from government departments for a total of 10 years, with a total investment of 23.9 billion yuan and a discount of 3.5 billion yuan. The implementation of these projects has greatly promoted industrial development and technological progress in the industry.

Fourth, made outstanding contributions to the reform and development of China Chemical Fiber Association.

In the recent ten years, the association focused on adapting to the market economy, changing the functions of the association, basing on industry services, and improving service levels. It has established a composite talents team that integrates chemical fiber technology, international trade, law, conventions and exhibitions. Improvements have been made and the division of responsibilities has been further defined. The staff of the secretariat has also grown from about 15 in 1998 to 30 at present.

Of course, under the leadership of Vice President Xu Kunyuan and other leaders of the China Textile Industry Association in the last ten years, and under the direct leadership of President Zheng Zhiyi and Vice President Ye Yongmao, the Association focused on the development of the industry, and the service companies have done a lot of other fruitful results. Work, due to time constraints, cannot be introduced here. Please allow me, on behalf of the Fifth Council of the China Chemical Fibre Association, to express my sincere gratitude and high respect to Chairman Zheng Zhiyi and Vice Chairman Ye Yongmao for their hard work over the years!

In fact, I really feel a lot of pressure because under the leadership of President Zheng Zhiyi and Vice President Ye Yongmao, the work of the industry and the association has reached a new height. Helping to get on the horse and sending a ride, I hereby urge you to be my old leader and senior leader.
